Ye that one. Hmm, never heard of it before. Then again I don't have your specs (9800, AMD 64 3500+, 1 gig of 3200 ram). I want to upgrade my graphics card but not just yet.
Well, TM Sunrise actually runs REALLY well on low end hardware if you turn off a lot of the effects. The motion blur and dynamic color effects absolutely kill your framerate. Like I said, my older 3.2 P4 + 9700 Pro was brought to its knees by the game (with the blur enabled). At 640x480, it struggled to keep 20 fps.
If you disable those effects, though, the game runs very very well even on low end hardware. It just happens to lose a LOT of its visual appeal...
That car looks quite low-poly, nearly DC level. Looks different to the pic dark10x posted up there. Still, I wish I had a good enough pc to run this game.
It's tough to get nice shots of the game simply due to the fact that you can only capture the motion blur in replays by using the Print Screen key and pasting into an editor. I want to cap some pics that show off the background a bit more...
Those shots above seem to be running in a lower detail level with some of the effects disabled or something. The car textures are REALLY bad looking in those shots.

The only thing I don't really like about 1080i CRTs is that many lack the horizontal resolution to display true 1920x1080 images (most are around 1400 - 1440 pixels in horizontal resolution), but yet they advertise it as a "true" HD image.
