Nope, apostrophe is in there. Comes before the number: '90s. Apostrophe denotes omitted numbers.
I know. But if the GBA had come out during the 90s, she may have just been referring to some older games that she also played on her SP. However, since the basic platform is from 2001, there is now way the the picture works with the captions.
...I actually feel bad now.

Actually, I believe you need the apostrophe only when you specify the year: '97, '84, etc.
If you're talking about a decade, it's "the 90s / 70s / etc."

The bread is a collaboration between virtual idol Hatsune Miku and one of Japan's biggest convenience store chains, Family Mart.
On the wrapper, you can see the words "Sakura no Ame" (桜ノ雨, or "Cherry Blossom Rain", which is a Hatsune Miku song.
