Ferrari licensed games are just way more popular in Europe. I remember when Sega of Japan wasn't going to bring Outrun 2 to consoles and neither was Sega of America. It was Sega of Europe who stepped in, had Sumo Digital handle the port (to the original Xbox), and release it (they did because of the popularity of Ferrari in Europe, or what I heard). The reason why you dont see too many games on the PSone classics right now is because there are so many legal and licensing challenges for the developer. Its possible that the developer no longer owns the IP, or the rights to the music, voice overs, images, etc.

Making the game for PS3/PSP is the easy part, but its the licensing that kills it. There was another comment Noel from SCEA made about the ESRB.org PS1 game listing situation, which mentioned something about the ESRB will list games they try to license, but many times unexpected licensing issues hold them back, wish I could remember when it was posted.
