Technically, yes, but it does not require cities or states to arrest or prosecute anyone. The feds would have to do it themselves on their own time and on their own dime. It's pretty meaningless though, since they could never afford to arrest and prosecute millions of people. Meantime, the country will continue to legalize it, state by state.

So when he says "Good people don't smoke weed", what he means is "white people don't smoke weed, so it's okay to keep it illegal".
