PSN error 80029780

So a buddy just upgraded his PS3 HDD to 500GB (before this he backed up to an external HDD then restored from that after putting the new drive in). He was cleaning house and removing old games/accounts he no longer used. My account was there but he never plays any of my games so he tried to deactivate it, but turns out it was already deactivated! He couldn't reactivate it either because apparently all 5 of my slots were activated, even though I'm supposed to have 1 free slot left (other slots are with my cousin and another friend).
I then tried to deactivate and reactivate my own account on my own console just to see if a slot freed up but it gives me error 80029780 now! Based on my research I have to wait a week without turning on the PS3 or going online at all before ever activating again because of too many activation attempts???
This sucks... I had just bought X-Men and Afterburner too earlier, before this snafu.
So basically, even though he did a proper backup/restore to the new HDD I wonder if my slot was somehow still tied to his old HDD? He hasn't formatted it yet so maybe he could put it back in and see if he can deactivate my slot from there? By the way, PS support was of no help in this case so far.

Instead of choosing "deactivate" on his system, try choosing "activate" for everything and then "deactivate" everything.
