I thought the dynamic between Frodo, Sam, and Gollum was done amazingly well. I take particular offense to people who just laugh at this part of the movies, because Sam's undying loyalty and (platonic) love for his friend is practically the major theme of the entire story. And it's heartbreaking the direction things go in.
I also find it odd that you say PJ dropped the ball by having the Frodo and Sam scenes over some of the things we'll be seeing in the Extended Edition. Drama and character-development are superflous filler bollocks? The movie was already 3 hours and 20 minutes and I would not have removed a single scene. Although I'll agree that aspects of the theatrical feel incomplete especially when compared to the book, but that's a different argument from what you're focusing on.
