Emulators in of themselves aren't illegal and for ones that are from disc-based systems, they tend to be set up to accept discs in whatever you have for a media drive. The cart-based emulators, on the other hand...

Nope. I have my 360 on right now and it is the quietest thing in the room. I can hear my PC and some wind chimes outside over it. Although it does get slightly noisy after about an hour, but it is not unbearable.
