And Ministry's "Jesus Built My Hotrod" is basically confirmed for RB3.

I also have to wonder if they wouldn't just make a smaller expansion to TB:RB and release that on disc instead of offering it as DLC, but allowing for it to be exported. I can't imagine they'd really want to stop offering more Beatles tracks unless it was really impossible and I think that would fair better than trying to convince people to hold onto the disc when there's nothing in the pipeline as of right now.
