Forget about a small developer about to show a modest project, it makes no sense at all. It is either a forum dweller who somehow got ahold of a PS kit and is toying with people, or a twisted viral campaign for a big project. Even if Konami actually didn't agree to let Sony/Blue Box use the Silent Hill IP (or perhaps Sony wanted Kojima to be involved and that was a dealbreaker for Konami because they're so spiteful), they can still make a Silent Hill-esque game, which will become the new de-facto Silent Hill game assuming Konami doesn't bother to release a good one of their own.

A bit like how Codemasters took the Operation Flashpoint IP, murdered it and then it lived on in spirit through Bohemia Interactive with the ArmA series. I don't think anyone gives a shit about it actually being called Operation Flashpoint or not.
