Yeah these sort of things have kinda been building for a while. The cover of Avengers #35 hinted at these changes coming.

I'm not too fond of Steve after that Avengers vs. X-men nonsense.
I think it's pretty cool. More interesting than Bucky as Cap, at least, and I like that they're capitalizing on his popularity in The Winter Soldier. He was always super lame beforehand, but Mackie really nailed it. I wouldn't mind if they had him take up the mantle in future movies.

Marvel likes to synergize everything with the movie properties they control. At the very least Rogers is back at the time Cap 3 comes out.

Marvel is going really hard for the newly emerging online "fandom" demographic with a lot of these changes. I'm not saying that's good or bad, but it's definitely a thing now.
At the end of the day, the original Cap will still be Cap. (Just like original Thor will be Thor.) But it will be interesting to see where they go with these new takes on the "characters".
