Nope, Sony just picked it up, just like Nintendo did with Bayonetta 2. They literally could release it on Xbox if they want to, like Helldivers 2.

Who could release it on Xbox if they wanted to and was Helldiver 2's publisher on PS and the later Xbox port?
 
Sony is the publisher of Stellar Blade on PS5 and PC, and of Helldivers 2 on PS5, PC AND Xbox. They own both games.

Sony doesn't own the SB IP, they just money-hatted the publishing rights to the game. So, unless and until the arbitrary publishing timeline goes away ala Death Stranding DC, it's only on Sony's whim where the game gets published.

I never said the IP, though. Money-hatting publishing rights is a new one, but worth mentioning that it's a thing everywhere and ultimately means that they own that specific game.

Ala Death Stranding? SIE is still the publisher of all the PlayStation versions and still hold part of the copyright on it, as seen on the Steam release (not to mention both it and the Xbox version still having the SIE presents splash screen at the beginning of the title):

Death Stranding was a case that, even when SIE fully owned the IP, they gave Kojipro all the non-PlayStation publishing rights, which is why the PC version was published by 505 as early as 2020, with that specific release also only having a Sony Interactive Entertainment Inc. copyright.
Those publishing rights generally never expire, you know that with how Microsoft still owns Sunset Overdrive to this day (the specific game, not the IP itself).

Nah, we're not.
You guys always see these things through your console exclusivity glasses that forget that these platform holders are still just publishers and that these are very standard practices within the publishing business (i.e. picking up a game that was already in development for you to publish).
Moneyhatted third-party exclusives (something that can only be the case in the context of a platform holder) are just deals made between the partners relations groups of each company involved, while deals like Bayonetta 2 and Stellar Blade (situations that are very common in the video game publishing industry) involve these publishers (Nintendo and SIE) directly funding and managing the project, while also handling all related sales and marketing operations.
As for being announced as a multiplatform project, that's arguable. No PC, no Nintendo Switch, only 8th generation consoles while the game ended up being a 9th generation only title.
