LP Preferences --> Appearance --> Disable Homescreen Scrolling
That might not help you, if you're trying to use the stock launcher, but I just thought I'd mention it to see if it helps.

OH, I see what you are talking about now. Normally, the wallpaper resolution is 960x800, so the crop area box is constrained to that ratio.
