You said it doesn't play nice with RetroArch and i suppose that's why i don't see a difference?
That's it, maybe enable HDR RTX while you're at it?

edit: The emulator's own FPS counter won't show the correct framerate, Steam's overlay for example will.

Ok so i have the card but how do i use frame gen on emulators/retroarch?
open nvidia app, in graphics > program settings, turn smooth motion on for the app you want to use, if its not supported it will tell you. framegen is better if the games you play support it. Use lossless Scaling app for unsupported games. its a7$ app on steam.

Turned it on for RetroArch but i see no difference.

The games don't support Frame gen of course, they are all old games from the 90's.

Which means i also need the lossless scaling app you mentioned? And it will make, say, Sonic on the genesis run at 120fps instead of locked 60?
 
My monitor does not support HDR.

My issue is that smooth motion doesn't do anything in RetroArch it appears.
I said it did not play nice with retroarch. For me it starts to lag. Try other emulators like MAME or Switch emulators, RPCS3, or games.
I played through Spyro Trilogy & Arkham Knight at 120fps with 2x Smooth Motion.
