God, I love Jim Steinman. Meanwhile, how about "Sin City" by AC/DC from Powerage? It's from 1978, but, hey, close enough. Or, perhaps, "Roll the Bones" by Rush from the album of the same name. Again, 1991 ain't quite 1989, but who's counting?

You know, it really depends on what kind of tone you want to set for your project. The audio is pretty much half of the experience, and will determine where you take it.

Anyway, there's nothing wrong with the old "Viva Las Vegas" standard, as long as you don't use the Elvis original. I recommend the Dead Kennedys cover, or perhaps the ZZ Top cover.

Although not lyrically based on gambling, I think Lennon wrote it with enough tenacity within the lyrics to signify something like greed or otherwise - the song itself was written for someone running for governor back when. I barely remember the details, also contains "snapshots" of the other band members as well as Yoko Ono.

Runaway, by Del Shannon. That was a great little tune, and the theme tune for that cop show set in Vegas (am I thinking right?)
 
"Sin City" by The Flying Burrito Brothers is not what you want but I'ma sayin' it anyway!

a Beck cover exists also if you fancy that more.

"Running In The Family" Level 42, "Shattered Dreams" Johnny Hates Jazz. Some of the few songs I liked that year (1987). Couldn't stand U2's Joshua Tree.
