It might be that the cult meeting that his parent's went to was doing a ritual to summon one of the old gods. The ritual might have had a problem and only a part of the old god's essence was brought into this place fusing with the still in the womb Kenny. His parents would have been too high and drunk to realize what's going on. That or it's a curse or Kenny is an old god himself unaware.
