Shut up, Spain king tells Chavez
Spain's King Juan Carlos told Venezuelan leader Hugo Chavez to "shut up" as the Ibero-American summit drew to a close in Santiago, Chile.

The outburst came after Mr Chavez called former Spanish Prime Minister Jose Maria Aznar a "fascist".


Mr Chavez then interrupted Spanish PM Jose Luis Rodriguez Zapatero's calls for him to be more diplomatic, prompting the king's outburst.


Latin American, Portuguese, Spanish and Andorran leaders were meeting in Chile.

'Democratically elected'

Mr Chavez called Mr Aznar, a close ally of US President George W Bush, a fascist, adding "fascists are not human. A snake is more human."

Mr Zapatero said: "Former President Aznar was democratically elected by the Spanish people and was a legitimate representative of the Spanish people."

Mr Chavez repeatedly tried to interrupt, despite his microphone being turned off. The king leaned forward and said: "Why don't you shut up?"

According to reports, the king used a familiar term normally used only for close acquaintances - or children.


Later, Mr Chavez responded to the king's rebuke.

According to the Associated Press news agency, he said: "I do not offend by telling the truth. The Venezuelan government reserves the right to respond to any aggression, anywhere, in any space and in any manner."

The theme of this year's 22-nation summit was "social cohesion".

Earlier, a row between neighbours Argentina and Uruguay threatened to overshadow the summit.

The long-running dispute erupted anew after Uruguay gave an operating permit to a paper mill despite unresolved environmental objections by Argentina.

On Saturday, scores of Argentine protesters staged a peaceful protest against the setting up of the plant, which they fear could contaminate their crops.

Some of the marchers carried banners reading "No to the paper plant!". Police stopped them from marching across a bridge into Uruguay.

'Stabbed in the back'

Uruguayan President Tabare Vazquez granted a long-awaited start-up permit to the mill on Thursday - hours after giving a conciliatory speech at the summit, which he ended by hugging outgoing Argentine President Nestor Kirchner.

On Friday, Uruguay announced it had closed its border crossing with Argentina closest to the mill in Fray Bentos.

The moves led to protests from the Argentine delegation in the Chilean capital, with Mr Kirchner blaming Mr Vazquez for putting an end to efforts by King Juan Carlos to mediate a resolution to the dispute.

"You have stabbed the Argentine people in the back," Mr Kirchner told his counterpart according to the official Argentine news agency Telam.

This is the latest instalment of a two-year row.

The Finnish owners of the pulp mill - the biggest foreign investment in Uruguay - insist it employs the latest technology and will not pollute. But Argentina disagrees and has taken the case to the International Court in The Hague, whose ruling is pending.

However, so is the Spanish King. One of the few countries in Europe where you get jailtime for insulting the country's Royal family.

oh? when those rumors came out about charles being gay/bisexual I heard multiple times that english reporters were feeding the news to american outlets because it was illegal for them to print anything negative about the royal family.

I'd imagine it had to do with slander rather than any royal protection... but I'll look into it. Certainly doesn't sound very English.

I don't understand the animosity towards Chavez. What basis do all of you have for this hatred against his government?

Is it the fact that he's a lower-middle class peasant who was democratically elected by the majority of Venezuelans? Is it that we could never have such a democratic president? Ours must go to Yale, join some secret society, and have ties to the Bin Laden family.

Is it the fact that his administration persists despite George W. Bush's attempt to stage a coup d'etat in 2002? Chavez returned to office after millions of Venezuelans protested in Caracas. In the States we rally in protest, but it isnt FOR our president.

Or is it the fact that Chavez trumpets Noam Chomsky at the UN, showing that at least some of our world leaders are well read. I wonder if Bush even knows who Chomsky is.

Or is it the fact that you have Chavez because you're told to - by the same imbeciles, liars and criminals who told you that Saddam Hussein has nuclear weapons?

Look - I'm not supporting Chavez's socialist policies. But I do support his government, which was democratically elected. I'm against the massive propaganda campaign targetting his government, trying to paint it as some sort of Marxist-Leninist revival (dictatorship, etc., etc.). It's simply ridiculous.

I can see legitimate reasons to disagree with Chavez's policies - but in my mind, we would be so lucky to have him as our president.

Dude, have you seen what has been happening in Venezuela? He's turning a democratic country (ironically, what elected him) and turning it into a communist country. He's becoming a dictator (what happened with the TV station is an example). Chavez is leading all this... he's a grade A asshole.

Chavez, a democrat who's so good at tolerating criticism of him he shoots his own students and extends his own term by forcing the legislature to change the ground rules of elections and presidential terms?

well, the people vote for him and initiate a counter-coup d´etat so for the moment is a democratic country and they like him.

Don´t worry, the day he is a "dictator" the USA will be there to "fix" things.
 
Chavez is a tool but the spanish king has no right. He has no power and Venezuela is no longer a Spanish colony, so stfu too, you powerless royalty.

His ancestors were probably the reason why so many former Spanish colonies are fucked up to this day.
 
I find it funny that a fascist (Chavez) attempts to slander someone by calling them a "fascist". It is like Chavez does not understand the concept of irony. Another weirdo going around accusing people of being the very thing he is as if people are not smart enough see through that thin smoke screen.

Those are just some quick examples that people inside the country are noticing the stuff he's doing. Closing TV stations on a whim is just the beginning, soon it will be a Cuba all over again where people can't even browse the internet. Just search Venezuela news, you will find some stuff to keep you reading. If Chavez stays in Venezuela, the country is going downhill faster than it is.

The enabling law was passed by a VOTE in the Venezuelan National Assembly. It lasts for 18 months. Chavez has already had the enabling law twice before and has never abused it. He's the FIFTH president to use it. Moreover, it's enshrined in the 1961 CONSTITUTION. So it's entirely CONSTITUTIONAL, with past PRECEDENT, and it was VOTED for by those ELECTED by the people.

He last used it in 2001 to forcibly kick out US oil corporations so that he could nationalize Venezuela's oil and return the profits to his people. What a horrible dictator.

Here are some of the restrictions on the enabling law:

- He's bound to govern within the limits of the law under the provisions of the 1999 Constitution of the Bolivarian Republic of Venezuela.

- He has no power to harm civil or human rights

- He's restricted to areas authorized by the National Assembly.

- He'll address only internal areas unrelated to relations with other countries.

- He has no authority to expropriate private property nor can he.

- The democratically elected National Assembly can change or rescind decree-passed laws by majority vote. Chavez's 18 month authority doesn't override or interfere with citizen, judiciary or National Assembly "check and balancing" of presidential powers.

- The Venezuelan Constitution empowers the people to rescind all laws by popular referendum if 10% or more registered voters request a referendum vote be held, and for laws passed by decree if only 5% want it.

What a horrible dictator.

Now, let's take a brief moment to look at George:

Bush's own 'executive order' to authorize his permanent 'Unitary Executive Power' gives him the right to suspend the constitution and declare martial law should a 'national emergency' (like another 9/11) warrant it, at his discretion. Furthermore, under martial law he can declare whomever he wants an 'unlawful enemy combatant' thus removing all of their rights under international law.

Now, that's one hell of a dictator if you ask me.

Well, I would argue that you were fucking lazy in establishing your opinion in the first place. Do some more reading on the subject and maybe you'll come to a more rational conclusion about Chavez's government based on actual facts.

Chavez is an asshat. That's why I don't like him.

He wants to do what he wants in his country. Good for him. Good for Venezuelans.

But he's downright embarrassing in public. I would not "be lucky" to have him as my president. Americans already have a reputation as being crass, unsophisticated and backwater; having a president that's so callow he has to be told to shut up will do nothing to rectify that problem. Electing him would be like electing the average fan you find in the stands at an SEC football game.

As Spaniard, and a republican one, I won't go around defending the King, but you are so wrong on many levels. Have you even read about what exactly happenned?

Zapatero was also talking about how far he is from the political ideas that Aznar has, and then is when the comment about Aznar beign democratically elected came, Chavez was talking all the time.... and the King dropped it. I support the actions both President and King took, and it seems that the first reactions seem to go on that way.

Huh? The facts speak for themselves, he's a bastard. But there's no point in arguing with his apologists - maybe we'll talk when he starts executing the opposition and declares himself dictator. But even then you'd probably find an elaborate way to blame it all on Bush

Well, the spanish constitution makes clear that the king and his family have to be respected, you cannot difamete them and in top of that they are over the law and cannot be judged for anything, so if next week our king rape a woman he will just walk away.

Talk about middle age on this century, meh.
