I've been busy the last week and haven't had time to keep up with Splatoon. Is Kelp Dome the most recent map? Any new maps announced? Has NoA said anything regarding Splat Fest on Saturday?

Nothing new since Kelp Dome, I think we're due for one since there was only a 9 day gap between Port Mackerel and Kelp Dome. There have been a few new weapons added.

Don't think there's been anything said about Splatfest other than the youtube video and tumblr post. There was an official announcement about it in-game by Callie and Marie though so people have already been picking teams and making cat/dog posts on miiverse

What's the best abilities to play the N-Zap 85?

I like it a lot, but is the N-Zap a smelly weapon? I don't see it used often despite me feeling like it's pretty kickass

I like the N-Zap a lot but I rarely use it because it feels like the range is a bit shit. I don't worry too much about sub abilities because it feels like it is impossible to get decent ones on an item you'd want them on. I tend to go Super Charge Up on Hat, Cold Blooded on shirt and Ink Resistance on Shoes. If you want to be a huge pest you can go Super Charge Up on all pieces of gear to keep Echolocator up as much as possible but after using Ink Resistance so much it feels weird not to have it on.

Seems to vary. Mine was really bad last week but I haven't had any connection problems in a while. Still occasionally have a teammate or opponent disconnect though

Why tenacity? I rather use gear that always has an effect instead of a rare situation.

Increasing the amount of times I use my special (echolocator) per game is a pretty big deal. In Splat Zones--a constant kill fest--it's not exactly a rare scenario that your team is less in numbers. This also gives me the mentality that, even with a particularly crappy team that keeps dying, I can use this to make sure my team has vision of the enemy team when they're back up and running. In multiple scenarios, this has gained us the win in the end.

Feels like it helps. My other choice for headgear would be the skater's hat with Opening Gambit. I can't get good rerolls on it just yet, though (Bomb Range Up x2--ugh), so these bands have been my choice up until now.

I thought I could learn the custom e-liter. I thought wrong.
Full charges are way too big of a committment, and you barely get much range in exchange. It's also a bit pants to give one of the worst ink-coverage weapons a sub that doesn't paint. If anything was crying out for a Sprinkler, it's the e-liter.

I really need a Spectator mode in Splatoon,

I think it's badly needed in August because I would love to watch teams play and coordinate their specials, or form different tactics. I'm imaging what type of cluster f*ck this game will be in team matches. You'd have Triple Inkstrikes, or multiple of timed instances of Bubblers, all types of high level possibilities which will change the game completely. Rank is intense in certain instances already where the signal after the countdown is ringing and your holding the Splatzone because if you lose it - you lose the game. Those type of close games are things I'd like to watch, even while not playing.

That's definitely the main thing they need to add later on or in the sequel. Being able to watch Community Organized tournaments.
