Black Flag's pre-load has been fixed:

I have the DDE as well as the Season Pass so the download may be a little smaller for those without either (the Gold Edition is practically the DDE with the Season Pass).

I think it's partly named that because, yes, updates are an ongoing, organic process. But mostly it's probably named that because the beta doesn't end at a certain time (usually on release) like normal betas.

Like that dude said, it's the test client. It's currently home of the new character Big Band (wich is pretty unfinished) so if you want to have a early look at him you should try the beta out.

Looks at Oblivion, Skyrim, and Fallout 3....Bethesda is thriving and better than ever.

Looks at Mass Effect, Mass Effect 2, most of Mass Effect 3, Dragon Age Origins, and Star Wars The Old Republic....Bioware seems alive and well to me.
