Nope, just a clean Steam download.

Try these:
1) Anti-Crash
2) 4GB aware
3) Stutter Remover
I'd start with the anti-crash mod and see if that helps. Then move on to the others.
Then just keep piling on mods til everything breaks again.
Mods that just stop crashes and stuttering...maybe those should have been in the game to begin with.

i would say it's because Obsidion and Aspyr are chill while Bioware only wanted to make a mobile version and not lend those enhancments to PC

It is, sort of. The Witcher was a normal world until the Conjunction of the Spheres, which introduced the three M's to the setting: Monsters, Magic, and Man. It was quite the catastrophe.The ammount of steamthreads makes me confused

Updating my router firmware solved the issue for me.
New Vegas worked great for 15-20 hours but now is crashing every 30-45 minutes. Pretty annoying.
