It's really doubtful that Paradox would allow a workshop mod to give paid content away.
It's improved, we're not in the dark ages of Victoria and Hearts of Iron 2. But you're still never going to get the best experience day 1.
While this is true, EU4 was fairly buggy (if still playable), so was CK2 and HOI3 was quite buggy at launch.

I've started a game in EUIV, after watching a load of quill18 vids. It looks great, but it feels so overwhelming I haven't a clue what to do first and I've ended up turning it off and then watching more videos instead.![]()

I guess but I was thinking about pre-ordering the game and making the first game a little easier. These type of games are often really beginner-unfriendly.
