I'd like to think Sakurai submits Newcomer reveal videos for approval to Nintendo to show in their next direct, and doesn't know when it is until they announce it.

Ah yes, apparently that's his size with the space suit - 3.9 cm or 1.5 inches. Without it, he's 1.9 cm or 0.75 inches. Still, much smaller than depicted in the image.
While it might not be a DK-related newcomer, assuming that Nintendo isn't communicating with their developers what they want show in their Directs is pretty much assuming that they're outright incompetent at PR.

Maybe most unlockable characters will be clones/model swaps like in Melee? Melee promoted Ness and Captain Falcon from unlockable to starters due to that. Brawl had a different approach and just made most unlockable returning characters, which resulted in Ness and Captain Falcon going back to unlockable status. However, if we get a selection of unlockables more like Melee's again, it could explain the veteran reveals we've seen so far. They don't need to keep them for unlockable content since they'll have a bunch of quickly done model swaps that wouldn't be very marketable as newcomers, but at least will fill in the unlockable/new character quota.
