I don't think teams are stacked as often as people like to say they are. I mean a lot of times a team gets steamrolled they'll have like 1 (or 0) medics and 4 snipers. When I think about it quickly enough, sometimes I'll manage to switch to engineer when spawning in time to break a sapper, or upgrade a teleporter to level 3 when someone leaves it alone. Of course there are times when the teams are stacked, but it's not that common, especially compared to what I've seen on other servers.
Also, if you're playing a class that doesn't need setup (everything except medic and MAYBE demo man) you should really switch to engie for a few seconds during setup to help the engineers upgrade their stuff quickly right away.

I like doublecross (most of the time). For some reason it seems to have the effect o making people both ignore the sewer route and build little/nothing in the intel room. But, yes, Turbine is awful. They should just take 2fort, Turbine and Hydro out of the game.

The problem was with the cfg folder, found a solution after a couple google searches. Which was to move the cfg folder so it could make a new one, tried it and it worked, deleted my old cfg. I don't know if that will help your audio settings and whatnot, though. Have you been watching demos or anything?
Edit: You also might want to check your steam cloud syncing. Could be an issue there.
