Generally, Republicans use racism and other forms of bigotry as a way to gather support for the ultra-capitalist policies that directly benefit themselves. If you convince the poorest white man that he's still better than the poorest black man, he'll do whatever you say.

Trump is ignoring the traditionally important policies and instead going straight for the bread and circuses, advocating for both social and fiscal policies that angry working class whites will lap up like milk.
