It's just a normal human. The odd shape is merely an artifact of a digital system capturing an object in motion with a low shutter speed, this is especially prevalent on capturing moving objects at night.

Weird stuff happens when you combine low light digital shutter speeds and a high rate of movement. The guy was probably just running past the fence at 120 MPH.
