Agreed 1000%. As brilliant as Ledger is, and as much as I like Dark Knight, I don't think any Joker scene from that movie is as biting as the flashback scene in ROTJ.
What's interesting is how in both movies, Joker ends up compromising the actions of Batman and Jim Gordon, in ways that aren't all that dissimilar. Hell, even Mask of the Phantasm had Joker making Batman compromise his values in a roundabout way. I reckon those who've seen all three will know what I mean. And if you haven't seen 'em, what the fuck are you waiting for?
Go and watch Justice League: Starcrossed too while you're at it.

Personally I'd love to see Riddler done in a Zodiac Killer-type fashion, where Batman really has to use his detective skills and wits to figure out his play. But I'm probably gonna be cool with whatever Nolan does, so whatever.
I'm just really intrigued to see Batman doing his thing as a wanted felon...how he'd change his approach, his tatics and confrontations, and how'd he'd keep in contact with Gordon if he does at all (Bats wouldn't want to compromise him, but I figure they'd both communicate in some fashion if something big dropped). I wouldn't blame Nolan if he didn't think he could do justice to a third movie though...he'd get plenty of respect from me from walking away from such a guaranteed killing.
