So here's where I'm torn. I have the game pre-ordered. But I'm frustrated at the relative lack of information we have and the absence of early review copies to get a Guage on the games quality. I got burned on Vanilla Destiny but was sold on the promise and potential so kept playing and I felt it never truly delivered. I enjoyed parts of it, but it was too successful for what it was which was an MMO lite cash cow that was basically just an RNG machine. My worry is that the Division will mirror Destiny in the fashion it focuses entirely on loot and is very surface level in terms of end game content and enemy variety. Destiny at least has space magic and aliens to keep it fresh and it basically leaves the content and encounters completely up to the imagination of the developers. Which means we got fights like Atheon and Oryx who were interesting. In the Division are we just going to be fighting walking health tank with a gun man A and walking health tank of a man with flamethrower B as boss fights? Is there even going to be true end game content or just dungeons? There's so little information and we're expected to just trust this is going to deliver on its potential. How much possible interesting enemy variety and encounters can you create when you are limited to the confines of slightly futuristic technology in New York on earth? How quickly will this get stale? Help assuage my fears this will be super content light.

No. You have the exact same information available to you as we have to us. If you want to wait and see if the content is worthwhile, wait for reviews. If you like what you know of the game already and are willing to take a chance, pick it up tomorrow.
If you want to shoot weird, fantastic aliens, play Destiny. If you want to shoot rioters, play The Division.
I don't know what you expect to hear to convince you at this point. Or do you want to buy it, but want someone to blame for making you buy it in case it turns out that you don't like it.
I think they've given adequate information for people to make up their minds. Do you like to read a movie script before you go to see it, just in case the ending isn't satisfactory?
Also I'm not seeing any homophobic or racist slurs in here..

So can anyone shed any light on this?
I have it preloaded on the Xbox one, and it's currently taking up 27.5gig.
On the Xbox store it mentions it's 32.5gig-ish.
I would have thought, by now, my preload would have downloaded the rest it needs, but it doesn't seem to have done so.
I tried deleting it and redownloading it. And the final size is 27.5gig again.
Is this a compressed size that will uncompressed to the full 32.5gig when it activates or is there something specific I need to do to get the preload to fetch the rest of the game?
I was hoping someone might link developer interview or blogs I had missed addressing my concerns. I don't really know where to look to find information about the end game "raid" content and the like. I'm a heavily PVE focused player and I want to pick this up for Co-op play mainly. I have just seen so little information about anything.

I put in far too many hours in hopes of the game finally realizing it's potential but it never did to me. Destiny had moments of Brilliance with the first and third raid and some of the dungeons/nightfalls but it was a very incomplete game considering it's MMO roots.

Son, I have like 200 hours played in Destiny.
I have seen all content except the Lighthouse. Well technically I have seen it cause I joined a group who was hanging out there, but I didn't get any loot for it.
I play a game cause it is fun. Destiny, to me, was fun but I also don't play like other people. I don't want grind and I don't enjoy running the same content TOO much. If I reach the point where all the content in the game has been experienced and I don't feel inclined to continue,I stop and wait for new content.
I don't buy a game to play it for the next year every day forever.
I put 30 hours into the two Division betas. Those betas had a TINY amount of content, but the overall gameplay loop and atmosphere made me play.
That's 30 hours out of the game without even spending money on it.
I will get at least 60 hours out of the full release. That's 1 per hour for me.
Realistically,I will get WAY more than 60 hours out of it.
And then I'll jump back into the game every time they release new content that looks fun to me.
I'll play with a friend,I'll play with GAFfers, just like I did Destiny.
I know exactly what the game feels like cause I played it myself and I have never been someone to fall for the "endgame" buzzword bullshit.
Division is a fine game and I love me some co-op.

If you're really that worried there's no harm in cancelling your pre-order and taking a wait and see approach to how the game turns out

The incursions trailer might be your best bet for end game/post release content. Looks to me like end game is focused on exploring areas rather than traditional raid setups.
The only info we have is from the developers so they aren't going to be upfront if there is minimal end game content. You might do better to wait for reviews or walk through videos if that's your main concern to be honest. No one here can give anything other than opinions/hopes for the full product.
If you liked the beta and enjoy co-op play, I personally predict that the journey to the end game will be worth the money by itself.
