They explained that in an earlier episode. He needs it at times, because after time traveling his powers are weakened, there are times after using them that his legs give out.

Lol according to the comics he idolized him at first when he read about him (the flash) in history books. He went as far as genetically modifying his appearance to be identical to Barry and replicating the same events that gave Barry his powers.

At some point he goes insane and wants to be the only flash and decides to go back in time to kill Barry.

The show of course takes a different but similar spin.

Don't know if I should spoiler decade old knowledge..

Eobard was a huge fan of the flash in the comics, he travels back in time to meet flash and in the process realizes he actually becomes RF when he visited the flash musuem and learns that he gets killed by Barry at some point. Time travel fucked his mind, made him insane too.

Dunno how'll they approach their relationship in this. I always liked the crazy fan angle.
