I talked to him tons of times, Li needs to use the intercom to open up. Fallout 3 wiki has it listed as "game-ending". I dragged her unconscious body to the intercom too, but no luck.
I'm playing the PS3 version and I leveled to 10, but the level up screen didn't show up...and I continued playing for a while hoping it would...it still hasn't. WHAT TO DO?!

you get a lot more exp from things like hacking and lockpicking, and of course sidequests. this isn't a game where you focus on grinding like most RPGs. You have to be more creative and meticulous in scavenging items and equipment to stay ahead of the curve. Raising your repair skill is very important to survivability and maximizing income.

So this is gonna sound pretty stupid, but anyone know a good consistent source to get lotsa bobby pins? Im literally all out, and I just found another vault, so I naturally want to stock up.

Apparently you cant keep playing after the main quest is done. (strangely enough).
Which is why Im leaving the main quest entirely. Ill hit that when Im ready to finish up (although I have done the occasional story mission, just not rushing through like so many do).
It would have been lame if there was no cap and you could eventually do everything well. The whole point is that you can make your character super awesome at a few things you like the most.. it adds depth and replayability to the game

The examination when you are 16 or so? If I'm not wrong, you can't choose, can you? You have to take it, then you can change and be something different if you don't like what they said.

One thing that annoys me is the fact that a lowly raider can shoot you with an assault rifle from 200 yards and take away your life in a few seconds of being in the open, but me trying the same thing is impossible and i have to close up to 20 yards of him to be effective. It seems a little inconsistent.
Also, this may be a bug, but when people sleep, their eyes are open and they still see you in a narrow cone directly in front of their face. So you can sneak/steal all you want around them, but not directly in front of their eyes.

They capped it at 20 mainly for balance issues and to reward replaying the game. That's the main reason games like this have a level cap. It keeps you from simply sinking points into every skill knowing you'll eventually be able to be great at everything. It forces you to think about exactly where to put your points, and also what perks to choose, since you won't be able to be a master-of-all-trades.
There will likely be a mod for the PC version that slows the leveling down considerably so it takes much longer to get to level 20, or adds more levels and perks along with them. The annoying thing about stretching out the leveling, if you do it the first way, is that it would suck having to wait so long to put more skill points into something since level-ups would be very rare. And then if you add more levels, you also have to add a lot more perks along with it or else you'll just be able to take all of them eventually in one playthrough. It greatly risks becoming unbalanced.
Edit: unless you make it so that you only get a perk every three levels, like the original Fallouts.
One of the things that Fallout 3 doesn't quite capture is, again, the morale dichotomy. Kill off the bad guys and you get good karma; kill of the good guys or innocents and you get bad karma. There is little room for morale ambiguity here, you're either gunning for one side or the other.
I like to think that the moral ambiguity in the game is the fact that you can do both good and bad things, and probably will be doing so.

I'm totally hooked on this game. Exploring the wasteland is awesome, maybe to awesome since I really haven't started doing the main quest yet and I'm level 14 now.
I have to say tho there is one thing that totally bothers me and that is the fact that I stumbled upon a quest that is part of the main quest later on. I wasn't supposed to be there and received parts of info from the storyline that didn't even make sense at that moment.. I like the freedom but I wished something in the game would have prevented me to do it. Reloaded an older save file and I'm going to stop exploring and just do the main quest now. So just a warning, don't explore to much :lol

Currently I have the quest from tree dog were I have to get the disc from that tower so that he will give me the info where my dad is. While exploring I stumbled upon vault 112 and did that quest there about the virtual town and used the fail save to end the simulation. After ending it I saved my dad and he was talking about Rivet city and I don't know what.. The dialogue was really stupid since nothing made sense seeing I never went to Rivet City..nor did I even know he was there and he even asked me to join him. It all seemed kinda game breaking. I'm glad I had a older save but I'm kinda pissed about the whole thing. Is the quest about the simulation far ahead in the game or not?

You skipped like two main quest missions, but honestly nothing all that important. If you just talk around with people you'll easily get the grasp of anything you missed story wise. The moment you discovered is where the main quest picks up anyways.
I've been meaning to ask. Is there another way to repair your guns other than using a merchant or destroying a similar gun in the process? I just got the terrible shotgun which despite it's name is actually quite a bit better than the regular combat shotgun. I want to repair it to above 50% but I have a feeling that this might be a unique weapon.

If you use that weapon as the base, it'll destroy the regular shotgun to repair it and should keep the unique weapon intact. Not sure what happens if you use the regular one as the base.

Also, I'm really wondering if I should have focused more on melee, considering how it feels early on like it's going to be really hard to get ammo and weapons.

The level cap of 20 is an old AD&D tradition, which they raised to 40 in later iterations of the rulebooks. Considering how influential AD&D is on crpgs, it isn't surprising to witness a cap of 20 for Fallout 3. And frankly, by lv 15 I was destroying everything with Fawkes, had 1300 5.56 ammo, 800+ Laser Cells, Micro Fusions, 5mm and 300~400+ ammo of other types. The only ammo that's rare for me are explosives and .44. With Mysterious Stranger and a decent Luck, I felt way overpowered. This is on Hard. I can't imagine what's 20 going to be like with Action Girl and Grim Reaper's Sprint.
As for uniques, most (all?) of them can be repaired using standard gear. I'll list some -
Terrible Shotgun - Combat Shotgun
Lincoln's Repeater - Hunting Rifles (yes, it uses .44 ammo, but according to fallout.wikia it also accepts parts from Hunting Rifles)
Fisto! - Power Fist
Ranger Battle Armor - Talon Merc Armor or Combat Armor
XuanLong Assault Rifle - Chinese AR
A3-21- Plasma Rifle
I've even read that T-51b Power Armor can be repaired, but not with Enclave's Power Armors. You need to get hold of Brotherhood of Steel Power Armors, although I'm not sure if Outcast's armors will work as well. I would also expect Eugene and Vengeance to be repairable with mini-guns.
