I think he meant in terms of how many friendlies/enemies will be fighting. Which, I agree, I don't think Halo 3 will come close to what's being depicted in the diorama. I think we'll see some huge battles, but to have hundreds of enemies and friends fighting at once? That's just way too much to have going on at one given time.
