Terminator 1 and Total Recall are GOAT movies too. True Lies, Kindergarten Cop, and Commando are also straight up excellent movies.

Arnold was at the heart of the action movie boom. The Rock completely missed the action movies phase, and is arguably coming in at the decline of comicbook movies.

I’m surprised he hasn’t rebounded with something on more genre focused like Henry Cavill did with the Witcher

I agree with the OP and you can’t compare movie lists really because nobody makes 80’s action anymore. If they did then Dwayne would be starring in them.

This is another good point. Who the hell is making Commando or Terminator these days?

Arnold has been carried by being in movies that were written way above their level. Pretty much all the recent action movies are slick martial arts based productions. Stuff the rock can’t really do.

Yeah, Race To Witch Mountain pretty much solidifies Dwayne as one of the GOATs.

Arnold has more charisma in 1 movie than The Rock does in his whole career.

Nah not even close, Arnold has multiple iconic roles that will last, I can't think of any of the Rocks current roles that have reached Arnolds highs. Plus the fact that he has it in his contract that he can't play a bad guy really limits him.
