Somehow yes. Evil Empire is a spin-off studio of the original Motion Twin studio that created Dead Cells. They worked on updates like Return To Castlevania.
Motion Twin is developing Windblown though.

It's on GP, so great for people that have that sub and can play it on PC if they have GP Ultimate or console.
I'm only about 15 minutes in which is essentially the opening story and tutorial, but the controls feels good so far.

I tried it day one on early access last year but it was so light on content and variety I refunded it quickly (plus that was when all the characters were purple). Looks like they've done a lot of good work since then but I think I'll still wait for a sale, and a Switch version.
