It is from some old Tex Avery cartoons. It actually has no meaning at all aside from being a reference. Avery often used it to fill up conversations that would get interupted, and he based it on old sitcoms. Also often misattributed to The Great Gatsby.

I said I understand irony......

When I first saw it I thought that it's just too cruel of a joke. It was actually one of the jump-the-shark moments for me. I also remember that there's an episode where a football player loses a leg, and an episode where Homer's eyes crust over after a laser surgery. All of those were not funny and just kinda disgusting to me. *Shrug*
