That scene is from "The Itchy & Scratchy & Poochie Show" and Homer is talking about Poochie, not himself (unless that's also a line from another episode I'm not aware of).

He was eventually Flanderized. It's impossible to say when that happened, but season 9.

In the season 22 episode "Moms I'd Like to Forget", Chief Wiggum was shown (in a flashback) dropping Ralph on his head as an infant, giving him brain damage and causing immediate retardation.

Ditto. It seems out of place because he wasn't supposed to be retarded from the start. Also remember he wasn't originally a Wiggum.
