Not really. It just meant that the athletes represented were good enough to qualify in those winter sports. You also have to remember, a lot of people who don't make their own home country team, use loopholes and other ways to play for other countries.

Remember it comes down to money and funding as well. I bet a lot of these athletes are probably children of rich diplomats or something, we're able to travel to winter sports countries and train. For many countries, they use most of their Olympic funding for the summer games as well.
