Honestly anyone hating on the TS series, or especially TS2 is totally missing something essential, dunno what. It's like those people who hate SSBM, I don't understand you! Don't even worry about the graphics because TS3 will deliver gameplay in spades, especially in the multiplayer department.
Anyone dissing the singleplayer, well you probably have valid complaints, but unless you've beaten the game on the hardest difficulty, I don't think it's fair to say the game is a mere shooting gallery. I'm being optimistic here, but I'm sure it's a little more than that (yes, I haven't played TS3 like most of us).
Difficulty is there for a reason - if you find a game too easy, turn it up. If you're still having problems, then I'd say you'd have a valid complaint.

That level totally screamed quality, it was an excellent first level. However a more *engaging* level to me was NeoTokyo when played with a friend (I wouldn't know how well it plays in singleplayer). I don't think I've ever played a level in any co-op title that emphasized teamwork more than that one, especially since only one player would have the radar and would have to guide the other through the cameras, cop cars, etc..
