I think that was more of and issue of SK having a fully working N64 version, and then having to move it to Gamecube. That really changed how their artists had to build content. I'm not sure they are using UE3 for this. That could be the game they are doing with Sega.1. It's kind of hard to screw up graphics if you're using UE3 (although it still looks a step below UT2007)

I now know how tough that probably was. They had to remodel everything, re-unwrap and retexture stuff, all the while deciding what to add or what to subtract in consideration with the new GameCube format. Plus so many other considerations I'm actually amazed they managed to complete the game in the time they did.
