It is worth pointing out that Kudelia isn't actually famous outside of Mars. She is a big deal on Mars, but everything she has done has barely even been mentioned outside of Mars. It is like asking someone in the US to identify the face of the daughter of a famous politician in India. Likewise, Biscuits brother wasn't part of any formal search for her, and probably knew her only by name (and only because of the deal made with the protestors).

Likewise, Mars probably has a shitty internet. That would be consistent with everything else shown about that hellhole.
