They just use talking as a free action or the protag is too shook to attack. The antagonists usually don't specifically ask for the time

It's way easier to get away with exposition in manga.

The issue is that anime adaptation styles are stupid and just 1:1 transfer the exposition from the page into the show. It honestly kind of baffles me why it's still around.

Works better with Jojo's absurd style, at least, but still.
