The manga shows that he was at the epicenter of the great quake and seeing all that death as a child mentally scarred him, then when he was a bit older he got attacked by people and called evil for existing (for some reason). Then the accident happens, guy asks him to "save him" and that's when he snaps, kills them, and reveals that death is the true salvation Buddha wants to give people.

Side note to people bummed this is it for the series, the manga runs on for quite awhile and is actually pretty good. Yes, the escapees get the word out. No, it doesn't close the place down. Quite the opposite.
