Not sure if it was said here but IIRC there is a throwaway line about ELITE TRAINING being the reasoning. (either in the manga or elsewhere)

The Super Saiyan was just a legend.
It's more likely Toriyama made up Super Saiyans after this arc. He made things up as he went along and often forgot things
