I wonder who thought that up and was like 'yeah, this makes sense!'

To my understanding its one of those "truth in fiction" cases. I have to recheck the research but my understanding is that when one loses one of their senses, there is some degree of neural rewiring that compensates and strengthens the other senses. Of course its only to a small degree and given how visual humans are, a loss of eye sight is a pretty big handicap. "A blind man who can smell slightly better" doesn't make for compelling fiction. "A blind man who acquires the MINDS EYE" is compelling fiction :p
