Some major drawbacks with the power, but combined with his conditioned conjuration it is overly OP against spiders. At least when you face only spider at a time.

And even with Kurapika, it's not technically the eyes turning Red that gives him these abilities, it's his emotional state. His eyes just happens to also turn red as a visual indicator.

To clarify what Emperor Time actually does, consider this.

If a nen user is an enchancer, and he has 100 generic nen, he can turn that into 100 enchancer nen. He can turn that 100 generic nen into maybe 50 emitter nen.

Kurapika in Emperor Time can turn 100 generic nen into 100 nen of any kind. It doesn't increase the amount of generic nen he has.
