As was said, the show got a time slot change in Japan back when this aired originally, plus padding because the anime was encroaching upon the manga at this point.

Pretty much. They will be cutting things together a little bit more, as the next few episodes each focus on multiple characters, as opposed to how this one is just about Luffy.
