Both seasons are licensed by Sentai, but season 2 was a co-production funded by Cartoon Network, so they own the rights to it outright. Sentai hasn't made season 1 available to Adult Swim (and it's possible they simply don't have TV rights at all).

So season 2 is the only season available to air.
