I don't care much for it either, while this episode was enjoyable the cartoony nature of the chase took away from the gritty real elements of the rest of the show. The show either needed to be more cartoony all the time or always that gritty real feel.

B) While this isn't on the same tier as say Bebeop, Champloo or Dandy, none of those shows had problems having super serious episodes along side crazy silly episodes (or episodes with both silly and super serious elements). I don't think its a problem as long as the execution works (and I thought it did here)
