That is Big O II. That's the season that Cartoon Network paid to have made. Tonight's episode is from the first season. Season one hasn't been on Adult Swim in a long time.
Ah, I had recorded most of the shows so I didn't remember/see why it was an issue... you sure it was 2007? I have vivid memories of these episodes... weird.
 
Is there some issue with CN broadcasting season 1 Big O that i'm not aware of?

Their broadcast rights to it expired 5 years ago. They simply never renewed them.

Season 2, on the other hand, was largely funded by Cartoon Network, thus they pretty much permanently have the broadcast rights for it.

To be fair, Toonami did turn to shit after 2003.

He's the hero Paradigm deserves, but not the one it needs right now.

Season one Norman was MUCH better than season two Norman. Didn't the guy that voiced him in season one die or was there another reason they couldn't get him back?

I believe it is Steve Blum/ Spike Spiegel/Tom of Toonami

Steve Blum. He's Spike on Cowboy Bebop and in just about anything. He's also the voice of TOM, the host of Toonami, so you've been hearing him all night long.
 
Yeah, after posting it I looked it up and felt dumb.
I recognize him more as Spike than Tom, but it all makes sense now.
I said it before, never watched much Big O. I think it was because of the mech designs, like someone else said. Just looked weird.
