Oh wow, i didn't even know there was a Transformers cartoon in the late 90's. I'd seen the Beast Wars comics and toys. Guess I should have figured it was a cartoon also.

Where are you getting all this nonsense from (and why are you writing all the proper nouns in block capitals)?

This doesn't seem in keeping with the cartoon, comics or even the tech specs.

Soundwave in the comics and tech specs is a manipulative schemer and blackmailer who is ultimately loyal to nobody but himself. The Decepticon cassettes all have their own individual personalities and agendas. Some are loyal to him, some indifferent and some, like Ravage, rarely interact with him. His primary ability beyond his standard weaponry is the ability to read minds, both mechanical and organic. (I don't know where you got all this sound absorption and sonic boom business from).

Soundwave in the cartoon has a cool voice.

If it hadn't Hotrod wouldn't have touched it first, then he would've known what to do. The Matrix would've informed him. When I was younger, I used to think he was Optimus Prime's brother.

Someone is clearly unfamiliar with Dinobot. He would have gotten my vote if Soundwave hadn't been on the list.

And I'd also guess not having seen the Beast Wars episode "Code of Honor" from Season 2.
