She was mocking a few protesters who she said was rude to her and her husband, because they were holding a sign that compared Hitler to Trump - and she was angry because she didn't think the comparison was fair, and that they didn't understand exactly what Hitler was really about. She has a point there, Trump might have a streak of fascism in his rhetoric and is clearly racist, but he's no Hitler.
I'm suspicious of anyone willing to support Trump after what he's said publicly, but in this case a flustered little old lady made a poor decision and someone happened to snap a photo at the perfect moment.

My point is that whether it was a Nazi salute or not, there are so many others things said by the Trump campaign that point to fascist and white supremacist ties with a lot more credibility than an ambiguous wave to the crowd made by a speaker who is crazy as all hell and likely not media trained.
