They were training rockets with inert warheads so the guy in the video was ok (no fragmentation and only accelerant is the rocket fuel)

It's gotten more than a little confusing as Russia's defense ministry kept silent, then issued a bunch of conflicting statements including:
Not helped by the interchangeable use of rockets and missiles by articles. They were definitely unguided rockets, as evidenced by the engagement range and smoke trails. Probably S-8s or 13s.
What it looks like is a pilot mistaking the roped off, camouflaged, brand new, antenna truck for a target and shooting it with rockets in a textbook A2G attack on a soft target.

A military helicopter on a rural training exercise in western Russia mistakenly fired rockets at a group of parked vehicles, knocking at least one person to the ground, footage posted by Russian news sites and on social media showed.
A video clip published on Tuesday by the independent news site Fontanka.ru showed a helicopter firing a salvo of rockets at a military truck covered in camouflage netting in open countryside, with three vehicles with no military markings visible, parked a few meters away.
Reuters could not independently verify the videos.
The Russian Defence Ministrys western military district, in a statement cited by Interfax news agency, said that during a training exercise a helicopters targeting system had mistakenly acquired a target, but denied anyone had been injured.
The representative cited by Interfax did not say when the incident happened, or where, or if the exercise was part of the Zapad-2017 war games.

The Defense Ministrys press service denied that the incident took place on Monday, saying all social media messages about rounds on a crowd of journalists, a large number of seriously wounded are either a deliberate provocation or someones personal stupidity.
