How does it connect locally? Some sort of HW between PS5 and Portal?

LAN = Local Area Network

WAN = Wide Area Network

Your public IP address, ie ISP was down.

Your local private IP addresses are still up and can talk to one another via your wireless access point. That's how your local network is still able to communicate.

It's like as if you'd have your Portal and PS5 connected to each other with ethernet cables. You don't need the world wide web for that.
